Closed open source

It seems there is an area in open source that might be better handled as generally closed for the reason of avoiding abuse.

The fact that the FBI publishes many different techniques about criminals seems to further the interest of the criminals more than their own. That could not be avoided since the evidence must come out to be fair. It would seem that instead of researching and publishing method, they would be better served to identify the origin of problems and act there. There are infinite paths from origin to goal and by analyzing the process, they are involved in the same process as selecting and defending a military target or any other conflicting goal situation.
